Notes - Third son of Daniel McKinley Trollinger, Jr. His mother, Cora Pickard, died when he was still an infant. He was raised by his maternal step-grandmother, Etta Pickard. He changed his name to Pickard when he reached his majority.
He attended Guilford College, Greensboro, NC, 1938 - 1940, while working at White Oak Drug Store and Justice Wholesale Drugs. He attended the University of North Carolina School of Pharmacy at Chapel Hill, 1940 - 1943, graduating in 1943. He received scholarships from the Justice Drug Co. and Kappa Psi Fraternity.
He served in the US Navy during World War II aboard the USS Sibley, hospital ship in the South Pacific campaigns.
J. Frank practiced pharmacy in Greensboro for 40 years. He was employed by the Home Drug Store where he became co-owner. Later he was the owner of Pickard Pharmacy.
He was a member of the NC Pharmaceutical Association. He served as a member of the Guilford County Board of Health from 1966 until 1974 and was chairman from 1970 - 1974.
He was a member of the Buffalo Presbyterian Church since 1933, where he taught Sunday School, and sang in the church choir.
