STATE OF OREGON, EXECUTIVE DEPARMENT, Salem, Oregon, January 14, 1901 Gentlemen of the Twenty-first Legislative Assembly: In compliance with the law, I herewith submit to you a statement of the pardons, commutations, and remissions granted by me during the years 1899 and 1900.
