She was a Phi Beta Kappa and Summa Cum Laude graduate of S.M.U. in 1979, and graduated from S.M.U. Law School in 1983. Additionally she received an LLM from Georgetown Law Center in 1994. Tona practiced law for a total of 25 years in Kansas City, KS., and Dallas, TX. She practiced constitutional law, and worked with the ACLU. Tona was devoted to fighting for and protecting our civil rights. She waged a courageous battle for her mental health. Preceded in death by her father, Raymond Russell Trollinger, Jr. Survived by her mother, Aileen Trollinger; sister, Dana Gay Hildon; brother and sister-in-law, Robert and Stacey Trollinger. In lieu of flowers memorials may be made in Tona's name to NAMI-National Alliance for Mentally Ill at Colonial Place Three, 2107 Wilson Blvd., Suite 300, Arlington, VA., 22201-3042. The Juvenile Curfew: Unconstitutional Imprisonment
Abstract
Faced with rising crime rates, many municipalities in recent years have enacted juvenile curfews. Professor Tona Trollinger uses an ordinance enacted in Dallas, Texas, as a framework for analyzing juvenile curfews. The author discusses various prudential and constitutional objections to these curfews, including both substantive and procedural due process challenges. The author concludes that the admittedly valid governmental objectives underlying such curfews do not override their constitutional infirmities.
