  Theo Frye was born in Chester, Nebraska. He taught school in Chester and Byron before going to Hyannis. He married in 1904 and in 1914 he moved to Grant County. He was elected County Superintendent. In 1918 he became the Superintendent of Hyannis Public Schools until 1933. From 1933 until 1937 he had a fishing and recreation resort north of Hyannis. He was elected County Judge in 1942 and served in that office until 1951 when he was again elected County Superintendent, the office he held at the time of his death.
