- Regarding Frances' birth date:
In the 1880 Census Frances is listed as "Francis Payne" five years old which makes her birth year about 1870.
In the 1900 Census Frances' birth date is listed as April 1870.
Frances' death certificate states her birth as 7 April 1880, a date which was provided by her son, Claude Belcher who may or may not have known or recollected correctly.
Frances' headstone states her birth date as 7 April 1878.
In the 1880 Census, it would have been her own mother who was furnishing the census taker with the information. In the 1900 Census it would have been Frances herself supplying the census taker with her birth date and other information. Because both the 1880 Census and 1900 Census birth years agree, it therefore seems most likely that her true birth year is 1870 with her probable full birth date being 7 Apr 1870. It is important to understand that it is not uncommon for a second or third spouse of the deceased or even the deceased's own children in later life to accurately remember the person's birth year.
Regarding Frances' true parentage:
Due to a variety of reasons, much confusion surrounds Frances' mother, Alice, as well as Frances herself. Prior to his marriage to Alice, Albert Bomer was married to Julia and together it appears they had three children, the last one born being Nancy who was born 24 Apr 1872. Just ten days before Nancy was born, Albert married Alice on 14 Apr 1872 (ref their marriage record). According to the 1880 Census, Alice and Frances are both identified with last name of Payne and not Trollinger. As explained above, it appears Frances' birth date appears to be 2 Apr 1870 which places her birth almost exactly two years before Nancy was born thereby making it implausible that Albert is the biological father of Frances. Frances' son, Claude Belcher was the informant on her death certificate and he states Frances' father as Bomar Trollinger, however, it does not necessarily make it true. It appears that Albert Bomar may have adopted Frances or she simply assumed his name as it is assumed he finished raising her. Because this is all speculation, it is hoped a descendent of Frances will come forward and furnish indisputable evidence of Frances' true father. Ref her 1900 Census. She is listed as head of household and a widow. She is identified as Fannie. I believe the enumerator misspelled her surname which should have been Perkerson. It is obvious she was speaking for herself to the enumerator. She gives her birth date as Apr 1870 (which I believe is her true birth date). She also gives her two children's birth dates as Claude born May 1896 and Estee born Feb 1898. I believe this data is most likely correct given she is their mother and would certainly know her young boy's birth dates. Providing her true birth year is 1870 it would make her the same age as Carl Perkerson who I believe was her then late husband. Carl died 24 Sep 1898 which was about two months before his son, Estee was born. Claude and Estee were either legally adopted by Loyal Canedy Belcher or simply assumed his surname. (David H.
